Arts International

Through its grant-making, capacity-building, exchange and information programmes, Arts International, a division of the Institute of International Education (IIE) and the most experienced international education and cultural exchange, training and technical assistance agency in the United States, brings the work of foreign artists to U.S. audiences and ensures the participation of U.S. artists at international events.

Creating opportunities for sharing expertise and fostering intercultural understanding, the organization operates through the following programmes:

  • The Fund for U.S. Artists at International Festivals and Exhibitions - ensuring that the excellence, diversity and vitality of the arts in the United States are represented at international performing and visual arts events around the world;
  • The Edith Markson Fund - providing support for travel of theatre artists between the United States and the former Soviet Union;
  • InRoads - making grants to U.S. performing arts organizations to support artists from Africa, Asia, and Latin America exploring possible collaborative projects with U.S. artists; and
  • Cintas Foundation Fellowships - providing support to Cuban expatriate artists and their descendants working in the fields of architecture, photography, visual arts, music composition, and literature.

Aiming to foster continued international contacts and collaborations between U.S. artists, scholars, curators and presenters and their colleagues from around the world, Arts International organizes conferences in the fields of visual and performing arts. Events organized so far include the following: Grounds for a Difference - Cross Examinations of the International Festival Genre, a series of three international meetings on issues in contemporary visual arts discussing 'Expanding Internationalism', 'Artistic and Cultural Identity in Latin America' and 'Crossing Cultures', as well as an International Presenters' Forum, a project utilizing the expertise, knowledge and resources of leading U.S. presenters in the development of information and communication systems to support the presentation of international work in the United States.

Arts International also organizes an international multidisciplinary conference and festival series on the contemporary performing arts of Africa, Asia and the Americas entitled InRoads. Showcasing their work, the events InRoads/Africa, InRoads/Asia and InRoads/The Americas provides artists, scholars, critics and presenters with an opportunity to exchange ideas and share resources. InRoads also makes grants of up to $30,000 to U.S. organizations to bring performing artists from Africa, Asia and Latin America to the United States for three- to four-week planning residencies in which they can explore possibilities for collaboration with U.S. artists, thus ensuring a lively and productive cycle of high-quality exchange in which the initial contact leads to increased knowledge, deeper explorations, possible co-production and presentation opportunities, and the sharing of resources across national and cultural boundaries worldwide.

Through its publications, Arts International provides information services to strengthen the quality of international projects. They include: Artists from Abroad, InRoads/Africa CD-ROM, American Visions/Visiones de las Americas, Money for International Exchange in the Arts, Cultural Organizations in South East Asia, Guide to Funding for International Programs, Who Does What for the Arts in Europe, A Handbook for Cultural Exchange, and Guide for Host Facilities for Artists in the World.

The International Network on Cultural Policy

The International Network on Cultural Policy grew out of the International Meeting on Cultural Policy which took place in Ottawa, Canada, in June 1998. (See The Dossier, Culturelink no. 26/November 1998, pp. 125-149.) The meeting marked the first time that a globally representative ministerial-level group came together outside of a formal institutional context to discuss international cooperation on cultural policy. It followed up on the work begun at the UNESCO Intergovernmental Conference on Cultural Policies for Development in Stockholm. The purpose of the Network is to increase awareness and support for cultural diversity in the era of globalization and technological change.

This new Network is currently composed of 33 countries, and is evidence of a growing interest in preserving local and national cultures and in promoting culture as a key component of sustainable development. Countries that are currently members of the International Network on Cultural Policy are as follows: Armenia, Austria, Barbados, Brazil, Cameroon, Canada, China, Croatia, France, Greece, Guyana, Hungary, Iceland, Italy, Ivory Coast, Jamaica, Malaysia, Mexico, Morocco, Norway, Philippines, Poland, Russia, Senegal, Slovakia, South Africa, Ste. Lucie, Sweden, Switzerland, Trinidad and Tobago, Tunisia, Ukraine, and United Kingdom.

A 'contact group' has been formed to coordinate the activities of this network whose members include Sweden, Canada, Mexico, Greece, South Africa, Morocco, and France. As the founding chair, Canada is honoured to provide the network secretariat for the first year.

ArtsLink is an international cultural exchange programme between Eastern and Central Europe and the United States founded in 1992. It provides for a serious and ongoing exchange of art professionals with high-level expertise in non-commercial development and growth. It has become a resource for the younger generation of art professionals who are rebuilding the arts communities of Central and Eastern Europe and offers practical experience, networking and professional contacts.

The ArtsLink's programmes include residencies, collaborative projects and international grant-making. The publication on the activities of ArtsLink describes the programmes in greater detail.

For the year 2000, collaborative projects will continue and a limited number of independent partnership grants to Eastern and Central European artists and arts managers are planned. The financial awards are for developed projects that involve U.S. non-profit organizations.

Recently an assessment of the ArtsLink Program by Elizabeth Murfee has been completed.

The Asia-Europe Network (AEN)

Following the Asia-Europe Foundation meetings in London and Paris, a group of like-minded artists decided to get together to form the Asia-Europe Network (AEN) to promote and enhance cultural exchanges at all levels.

AEN is intended as a collective body for dialogue amongst active arts agencies whose organisational visions contribute to essential imaging that is valuable and effective in local, cross-continental and global cultural reception as well as reproduction.

Why AEN? In the past decade, we have witnessed a tremendous change in the profile of the relationship between Europe and Asia. The cultural orders of the two continents are being restructured as greater information flows and cultural contacts lead to cross-cultural hybridisation on both sides. Though cultural contours are mapped conscientiously and with mutual respect, development experts, cultural specialists, policy-makers, curators and art-makers nonetheless sense an imbalance in the distribution of knowledge and information in Asia about Europe and in Europe about Asia, especially in the contemporary trends.

The mission statement of AEN is as follows:

  • AEN seeks to be an association of cultural and information centres, arts centres and development programmes which are dynamic in international cultural exchange, especially between Asian and European countries.
  • AEN will provide a forum for discussing problems and questions concerning the very nature of cultural exchange between Europe and Asia.
  • AEN will provide current information about cultural policies, cultural developments and trends in Asia and Europe.
  • AEN will foster exchange activities and projects between Asia and Europe.

AEN's objectives are as follows:

  • To collect and provide information about significant cultural trends in their countries for cultural institutions, artists, politicians, etc.
  • To undertake and facilitate mutual activities and projects of cultural exchange for the public in the creative arts.
  • To create opportunities for arts organisations to participate in the design and execution of individual projects.
  • To provide expertise and advice to its members in creating exchange programmes.
  • To initiate contacts, exchanges and collaboration between cultural agencies.
  • To arrange periodic meetings for its members at which the aforementioned objectives may be discussed.
  • To hold at least one annual meeting on the subject of Asia-Europe Cultural Dialogue. The topics for these meetings will be selected by AEN. The meetings will be organised alternatively by member institutions in Asia and Europe.
  • To seek funding for projects which have been jointly conceived.

The inaugural meeting of the Asia-Europe Network was held in Berlin at the end of 1998.

Ciudades Que Danzan (CO.D)

Ciudades Que Danzan (CO.D) is an organisation which maintains a network of dance festivals from different cities throughout the world. Focusing on urban areas, the organisation wishes to set up and improve collaboration and cooperation between different countries and cultures, based on the idea of introducing different forms and styles of dance to each other. CO.D also promotes different visions of artistic and cultural heritage, inherent to each city, with an aim to pass on the information to other similar organisations. CO.D also keeps an updated database on each organisation and regularly produces a magazine that keeps track of dance events in urban areas on the national and international scale. The cities in the network include Barcelona, Lisbon, Bologna, Havana, Buenos Aires, and London.

CO.D is keen to obtain details from organisations wishing to join the network.

A European network of independent cultural centres established on former industrial sites

Since 1983, the European cultural network TransEuropeHalles (TEH) has been offering an informal platform for cooperation and exchanges to independent cultural centres of artistic, cultural and social expression.

These centres gathered in the network share common features and objectives: started as citizens' initiatives and settled in former industrial buildings in disuse, they pursue a multidisciplinary artistic policy encouraging interactivity between disciplines and pluridimensional cultural action. They give priority to young audiences, with an emphasis on the contemporary youth culture, as well as on new arts forms and practices on local, national, regional and international levels.

The specific experience of the members amounts to a broad expertise in the creation and management of the specific types of venues represented in the network. Intense exchanges around different practices, skills and identities at the annual meetings and during collaborations, acts of solidarity, co-productions and interlocking programmes for festivals and other artistic events give the network and its members the vitality required in a field in permanent evolution.

Co-operative projects involving all the members of the network stimulate an awareness of the cultural dimension of Europe and generate new international skills in the working teams. The coordination office currently runs three major co-operative projects:

  • YEP! is a six-month residency programme for young volunteers within the framework of the European Voluntary Service (European Commission, DG XXII). This programme aims at giving young Europeans the possibility of acquiring useful cultural and professional experience in one of the TEH centres.
  • The Phoenix Project seeks to position art at the heart of exchanges and dialogues between the different component of our societies. Workshops and artistic events stimulate the process of relation-building between citizens, the younger generations and professionals in various fields on both the theoretical and practical level.
  • In and Out of Europe tries to respond to the need for deeper knowledge of the cultural realities that prevail outside Europe. Venues based in Africa, South America and Asia are connected to the network in order to open new spaces for dialogue and mutual learning.

In 1999, 27 centres from 18 different countries make up the membership of the network. TransEuropeHalles will be pleased to welcome new members.

TEH is an association of places of artistic and cultural expression on the European continent which:

  • are independent and not-for-profit functioning centres with a legal structure arising from citizens' initiatives;
  • have a multi-disciplinary artistic policy encouraging inter-activity between art forms, with an emphasis on young artists and a programme aimed at a youth audiences;
  • are based in user-friendly buildings, preferably originating from commercial or industrial heritage;
  • have a quality programme of at least regional significance, with an awareness of contemporary culture ranging from local to international art;
  • have an awareness of the social and political aspects of cultural actions with an Equal Opportunities Policy commitment.

Through the organisation of two meetings per year in a member centre and the involvement of the members in international projects and regular exchanges of information and know-how, the confrontation of different sensibilities, identities and experiences makes for a better understanding and closer cooperation between different countries on the European continent.

The Asian Cultural Council

The Asian Cultural Council (ACC), an affiliate of the Rockefeller Brothers Fund, is a foundation supporting cultural exchange in the visual and performing arts between the United States and the countries of Asia. The ACC's grant programme was created in 1963 and was established as a publicly supported operating foundation in 1980. It offers fellowships to individuals, supporting artists, scholars and specialists from Asia for research, study and creative work in the United States. Grants are also made to Americans pursuing similar activities in Asia. In addition, the Asian Cultural Council awards a small number of grants in support of regional exchange activities within Asia.

Arts organizations and educational and cultural institutions are eligible to apply to the Council for support for projects of exceptional importance involving cultural exchange between Asia and the United States or regional exchange in Asia. Many of the Asian Cultural Council's fellowships are awarded with unrestricted grant funds.

The ACC operates the following programmes:

  • Asian Art and Religion Fellowship Program - focusing on the relationship between the artistic and religious traditions of Asia;
  • China On-Site Seminar Program in Art History - helping American graduate students to enlarge their understanding of Chinese art in its cultural context, and introducing art history students in China to American theoretical approaches to studies in this field;
  • Ford Foundation Fellowship Program - providing support for training, travel, and research in the United States by individuals from Asia engaged in the study, documentation, and preservation of Asian traditional arts;
  • Hong Kong Arts Program - provides fellowships to especially promising artists, students, and scholars from Hong Kong for research, study, and creative work in the United States;
  • Humanities Fellowship Program - assists American scholars, doctoral students, and specialists in the humanities to undertake research, training, and study in Asia in the fields of archaeology, conservation, museology, and the theory, history, and criticism of architecture, art, dance, film, music, photography, and theater;
  • Japan-United States Arts Program - supporting exchange activities which encourage the study and understanding of Japanese art and culture;
  • Ock Rang Cultural Foundation Fellowship Program - supporting cultural exchange between Korea and the United States, as well as between Korea and other countries in Asia;
  • Starr Foundation Fellowship Program - focusing on contemporary visual arts;
  • Taiwan Fellowship Program - supporting American and Asian arts specialists visiting Taiwan to participate in cultural exchange projects organized by local arts institutions;
  • John D. Rockefeller 3rd Award - presented to an individual from Asia or the United States who has made a significant contribution to the understanding, practice, or study of the visual or performing arts of Asia, and
  • ACC Residency Program - assisting individual American artists, scholars, and professionals undertaking research, teaching, and creative residencies at cultural and educational institutions in East and Southeast Asia.

Individuals and institutions wishing to inquire about the possibility of grant support should send a brief description of their activity to the Asian Cultural Council. The application deadline is February 1 for proposals to be considered at the spring meeting of the ACC's trustees, while a small number of requests in specific programme areas may also be considered at a fall meeting, for which the application deadline is August 1.

The Center for Arts and Culture

The Impact of Globalization on Culture

The Center for Arts and Culture is an institution that provides for independent research, analysis and informed dialogue on policy choices facing arts and culture in a changing world.

In the area of research activities, in the next century the Center will identify policy-relevant questions and provide reliable tools for understanding them in three broad areas:

  • The Changing Shape of the Cultural Sector;
  • Policy Options for Arts and Culture;
  • Culture in Everyday Life.

The Center's web site offers users access to the latest information on culture and policy through the Cultural Policy Inventory, Center programmes and research initiatives, and updates on current issues in the field. The Cultural Policy Inventory is an integrated database that includes a resource bank of experts, current facts and statistics, listings of events, opportunities and organizations in culture and policy, and a bibliography of recent works in the field.

The new millennium will bring to life the Center's new release The Politics of Culture, a collection of key works on culture and policy. Additional books, research reports and occasional papers will follow.

Since the next century will bring an impact of a new global culture, beginning with this autumn the Center will present conversations about cultural globalization. These public events will be the first step in the Center's continuing engagement with this issue. All these events are a part of a series of free public programmes addressing critical policy issues in the cultural sector, gathered under the title Calling the Question.

The first conversation 'Global Partnerships, Government Roles' taken in October was intended to address the issues of the impact of culture on the work of governments, the potential international cooperation and cultural diplomacy, and the future directions for post-Cold War global cultural exchange.

'Global Fashion: American Commercial Culture in the World' is the second in a row of these conversations to be held in November, which is to discuss the role of American commercial culture in the globalization debate.

The third conversation to be held in December is entitled 'Globalization is not always Americanization'. Corporate consolidation in culture is often portrayed as a story of American control of global markets. However, some cases may tell a different story.

In spring 2000, the Center will organize a series of conversations in the field of Technology and Culture.

The Centre for Asia-Pacific Art (CAPA)

The Centre for Asia-Pacific Art (CAPA) was established in 1998 to conduct research and cross-cultural exchange in the region. It collaborates actively with artists, cultural groups and organisations to advance the visual arts, music, theatre and dance through projects and programmes in cross-cultural exchange, research and education in the visual and performing arts in the Asia-Pacific region.

CAPA currently focuses on:

  • developing and coordinating arts-related projects and programmes;
  • initiating and conducting research and teaching in the arts, both locally and internationally;
  • collaborating with artists, community groups, institutions and other organisations (both domestically and internationally) in developing understanding and exchange, and in promoting public cultural awareness.

The Centre's board comprises University staff with an interest and experience in the arts and in the Asia-Pacific region.

The New Theatre Institute of Latvia (NTI)

The New Theatre Institute of Latvia is a theatre centre that focuses on the development of independent theatre in Latvia and promotes international cooperation within the performing arts. The NTI is also the centre of information that stimulates education and training. The institute's main project was the International Festival of Contemporary Theatre, Homo Novus, held in October 1998.

This year the NTI has started to publish its regular journal, the Newsletter, which is distributed to Latvian theatre professionals and contains information on the NTI's current and future projects. The Newsletter also gives information on festivals, seminars and workshops, training programmes and drama schools, covering the performing arts scene in Europe and the rest of the world.
