Cultural Policy Challenges
The Dossier of this issue is devoted to the Asia-Europe Seminar on Cultural Policy held in Bangkok, Thailand, in June 2004. The aim of this seminar, organised jointly by the Ministry of Culture of Thailand and the Asia-Europe Foundation (ASEF), was to look for innovative solutions for the current cultural policy dilemmas in Asia and Europe. The seminar was part of a new programme area of ASEF's cultural sector Cultural Dialogue.
The issues discussed by 45 participants from 18 ASEM countries focused on the Cultural Policy Challenges that Governments Face (Financial and Structural Challenges; Policy Balance between the Heritage and the Contemporary; Cultural Planning and Effective Policy Delivery; New Focus on Creativity in Culture and Development Policies) and on the International Models for Information Exchange on Cultural Policy and Practice (Compendium of Cultural Policies and Trends in Europe; Laboratory of European Cultural Cooperation; Asia-Pacific Regional Centre of the Culturelink Network; World Cultures Report; Policies for International Cultural Cooperation Appropriate for Our Contemporary World).
The need to support the research in the field of cultural policy was pointed out at the seminar. The initiative of the Culturelink Regional Centre concerning research on cultural policies in Asia and the Pacific was stressed in the Executive Summary. This regional centre - Asia-Pacific Regional Centre of the Culturelink Network (APRCCN) - was established in 1997 by the Korean National Commission for UNESCO precisely with the aim to strengthen the exchange of cultural policy information and research in cultural policies in the region.
