In March 2008, the Commonwealth Foundation's Culture and Diversity Programme launched a major research project into culture, cultural policy and development, called "Putting Culture First".
The report, based on extensive consultation and research across the 53 countries of the Commonwealth addresses seven key connections between culture and development, and signals a new prioritisation of culture at the Commonwealth level. The final chapter emphasises, arguably for the first time, the importance of engaging with issues of cultural rights at the Commonwealth level.
