Supporting Cultural Actors of Change in Belarus, Moldova and Ukraine – A Regional Overview is prepared by the East European Reflection Group, a joint initiative of the European Cultural Foundation and the German Marshall Fund of the United States, established with the aim of supporting the capacity of cultural actors to be effective agents of change in Belarus, Moldova and Ukraine. Designed as a comprehensive and long-term effort, the Group was planned in three stages: fact-finding missions with cultural actors of change and consultation meetings with potential partners, broader reflection through satellite consultations with Russia and the Caucasus, and sharing results with a larger circle of stakeholders from the region and the EU.
A report per region was written, giving a balanced view on the intertwined political and cultural issues at stake in the countries, as well as making already some policy recommendations with regards to avenues for change, formulated by experts from the regions, and contextualised and based on the results of the questionnaires, interviews and findings of regional reflection group meetings. The reports are intended for local actors of the three countries in question, as well as donors active in the region. Advocacy for the implementation of these recommendations continues to be key within the countries in focus and the EU.
