How Culture and the Arts Can Promote Intercultural Dialogue in the Context of the Migratory and Refugee Crisis

This report by the European Commission's Directorate-General for Education, Youth, Sport and Culture on arts and culture in the context of the migratory and refugee crisis is the key output of a working group of EU Member States on Intercultural Dialogue in the Context of the Migratory and Refugee Crisis, established in October 2015. It explores the ways culture and the arts can help to bring individuals and peoples together, and increase their participation in cultural and societal life, as well as to promote intercultural dialogue and cultural diversity.
The report provides recommendations for cultural policymakers (EU, national, local) and for cultural organizations structured around three key themes: empowerment, intersectoral connections and partnerships, and evaluation. It examines how empowerment can pave the way to equal opportunities and participation in social and cultural life; it recommends building intersectoral connections between arts and culture and other sectors of public action like employment, education, welfare, housing and justice; and it underlines the need for the evaluation of artistic and cultural initiatives in this area which will allow EU countries and cultural organizations to learn from one another and develop better cultural policies in the future. The report concludes with various examples of successful projects and initiatives around Europe.
