Mobility of Artists and Culture Professionals: Towards a European Policy Framework

In the new Work Plan for Culture (2019-2021), under the European Agenda for Culture, artists' mobility is considered as a key factor in improving social cohesion and well-being in EU societies and a strong contributor to EU cultural diplomacy. However, mobility in the cultural and creative sectors (CCS) faces with a number of issues that need to be addressed at EU and national levels. KEA's new report aims to provide an analysis of artists' and culture professionals' mobility at the EU level, including current policy developments, types and trends, and the key obstacles to mobility in the CCS. The overall goal is to provide expert input and recommendations to the CULT Committee on the implementation and improvement of the European Framework for mobility of artists and culture professionals.

This report proposes to set up a dedicated EU mobility policy to achieve the following objectives:

1. Promote cultural diversity, intercultural dialogue and mutual understanding amongst Europeans;

2. Generate economic and social innovation by encouraging mobility that supports experimentation, cross-disciplinary and transnational collaborations;

3. Support the internationalization of artists, culture professionals and entrepreneurs through pan-European networking and collaboration with third countries.

With a view to achieve such objectives the report recommends a dedicated mobility scheme which adds value to existing national and local schemes, and a better coordination of national initiatives at EU level including the review of regulatory obstacles to mobility.
